A forum is a collection of threads. Most forums have a subject to them, so that threads on a particular topic (such as gaming or programming) are gathered together in one place. General Chat and the Craziness Domain both serve as odd-sock forums for threads that don't specifically belong in any other forums. Incidentally, those two forums are among the most active.
